1.根据经济及社会理事会1996年7月23日第1996/13号决议，在由奥地利政府财政支持下于1997年2月23日至25日在维也纳举行的一个专家组会议上制定了本《刑事司法系统中儿童问题行动指南》。在制定《行动指南》时，专家们考虑到了各国政府发表的意见和提供的资料。
2.出席这次会议的有来自不同区域十一个国家的29位专家、秘书处人权中心、联合国儿童基金会和儿童权利委员会的代表以及与少年司法有关的非政府组织观察员。
